1 After getting home tonight and seeing the usual Saturday afternoon humdrum on the boob-tube listings I settled in on an episode of Sandhogs and said to myself "Whaaat?, NYC is as deep if not deeper than it is tall? What McCain-Palin should be pushing,on the stump, LOUDLY, instead of trying to find a way to tear down the opposition, is the coupling of that water technology and the "underground refinery technology which you cite in order to create a new oil distribution model coupled with a same strategy redistribution of water resources. Wherever there is too much-send it to where there is too little. A WELL STATED AND ARTICULATED PLAN, expanding on the Pickens plan.
A one-time invest on new oil proccessing onsite and down fed delivery system tied into the already existing push up and across system from the gulf toward the eastern seaboard which runs dry every time a hurricane hits us under the belt, if it doesn't come from below, it gets refreshed and backfed from above during the summer and vice-versa during the winter.
This-is-Palin's-fortay,"Build it and they will come" turns into "Build it and it comes to you",gobs of local jobs created by getting it there then followed by gobs of local jobs keeping or even expanding it from there on through new independent homegrown innovation.

2 Gov't shouldn't be pushing ANY particular technology. It should get out of the way as much as possible, and let the best technology win.

Pickens is a con. He wants to do exactly what Obama wants to do - spread the wealth around, i.e., have the government choose winners & losers. No thanks, T-Bone. If your idea is so good, how come nobody is buying in? Why do you need subsidies and special regulations that restrict cheaper, more efficient technologies (coal, nuke, bio)? Go buy your own gas pipeline, like Sarah Palin did. Otherwise, the answer, my friend, is blowin in the wind.
